A Maryland Handgun Qualification License (HQL) is required for ALL Maryland residents to purchase, rent, or receive a handgun. This essential course provides the mandatory training required by the State of Maryland. Applicants must complete 4+ hours of training, submit live-scan fingerprints, and pay fees (initial $50, renewal $20).
